Preparing Proposals

The Elements of a Proposal

Most proposals will include some or all of the following:

  1. Statement of Work (a detailed explanation of the scope of the project, including detailed scope of proposed collaborators/consultants)
  2. Budget
  3. Narrative Budget Justification
  4. Resources (if necessary and as appropriate)
  5. CVs/Biographies/Publications
  6. Representations and Certifications (if necessary and as appropriate)
  7. Any subrecipient’s budget/sow/budget justification/letter of intent

There are several key items to keep in mind as you begin the process of preparing your proposal for submission to the funding entity.

  1. When you become aware of a funding opportunity that you would like to respond to you should immediately notify your pre-award Sponsored Project Administrator. Your SPA I will be able to assist you with your budget and other considerations as you prepare your proposal and application.
  2. Review the RFA, RFP, or funding opportunity closely. Pay careful attention to the deadlines and required documentation.
  3. If available, sign up for alerts directly related to your funding opportunity. These alerts will notify you of any changes to the solicitation that may impact your submission.
  4. Allow sufficient time for routing and review of your proposal packet by the Authorized Organizational Representative (AOR) and the Pre-Award Support Specialist who submits all proposals.
