Supporting GW's Compliance with Section 889 of the National Defense Authorization Act

In April 2021, the Office of the Vice Provost for Research circulated a message regarding the George Washington University’s (GW) compliance with Section 889(a)(1)(B) of the 2019 National Defense Authorization Act (NDAA). Section 889 prohibits recipients of federal funding awards from using or procuring certain covered telecommunications equipment or services.

As an institution subject to this requirement, our mandated compliance has impacts for both the administrative and research communities at GW.

Section 889 restrictions apply to all GW purchases of any dollar amount and any proposed use. This includes small P-Card and other purchases, regardless of whether the use relates to a federal grant, contract, or other agreement. Do not procure or use covered telecommunications equipment or services for any GW purpose.

To help members of our community comply and to safeguard our individual and collective research programs, an online questionnaire has been created to assess the various ways Section 889 applies to your work and to streamline reporting. If you have purchased or acquired telecommunications services or equipment at GW, please review the questionnaire linked below and complete as needed.

If, in using the questionnaire, you identify covered telecommunications equipment or services purchased or currently in use at GW, please use the additional fields to provide as much information as you can prior to submitting the form.

If you are not aware of any covered equipment and services, or do not identify any upon completing the questionnaire, it is not necessary to submit the form.
